Is this video card and processor good enough for The Sims 3?

Those will not run anything higher than the original Sims, so i would look into building a gaming computer with a Core 2 Duo / Pentium E5000 from 2.5 Ghz to 3.33 Ghz and a good graphics card like the 9600 GT/GSO, 9800 GT or the 9800 GTX+/GTS 250, and you will need 2GB+ of main memory as well.
