Why is my boyfriend more electric than me?

Sometimes, when my boyfriend's hand or arm brushes my arm, and he's near a laptop or television or other electronics, there is an annoying buzzing feeling, like a very very low current being ped. Why don't I do this when I touch him or others? And how come it's only sometimes? Are some people better "conductors" of electricity than others?
